You've always had to take some credits with them. They have to make money on you somehow! It's only 7 credits at EC that you're required to take though. If you take 12, then the $1095 fee is waived.

EC did not have a capstone for Liberal Arts degrees prior to July 2010. They may have had some capstone for certain degrees, but according to this thread after July 2010, now all bachelors at Excelsior had capstones. So prior to 2010 people did do Liberal arts at EC by transferring in 120 credits and some old posts reflect that.
