Penn Foster College is cheap. It is DEAC accredited. If that does not meet your needs most, if not all, of the courses are ACE reviewed and can be transferred to COSC, TESU, or Excelsior if they offer criminal justice degrees. The courses are cheapest if you sign up for complete years or terms. I assume you could complete all the required upper level courses and transfer them.
It might be a good idea to enroll in the school of your choice and get courses pre-approved to guarantee their acceptance.
