Yes, between the new cornerstone and the residency waiver, TESU is the most expensive of the Big 3 (both for an AA and BA).
COSC - AA $3,613, BA $6,614

This assumes that everyone will be taking all courses for about $100/course, so the only difference between the costs in that respect is an extra $40 for the Study.com lab fee for Bio for COSC (which requires a lab science). Otherwise, it's and apples-to-apples comparison - so if you take 10 free CLEP's for 1 degree, you could assume that you'd have that same cost savings at the other schools.
If you also compare to WGU, it can either be the most cost-effective or least cost-effective, depending on how fast you finish and how many starting credits you have. Assuming you're starting from 0 credits, with the same $100 per 3-credits, you find alt. ed. courses or certifications that meet the WGU transfer guidelines, and that you transfer in the max of 90 credits, you're looking at the following if you complete the last 10 courses at WGU in a single term:
WGU - BA/BS $6,370 (1-term)
Completing 10 courses within 6 months should be doable for most people. However, if it takes more than 6-months to complete those 10 courses and you end up needing two terms (12-months), then WGU comes in as more expensive than TESU:
WGU - BA/BS $9,595 (2-terms)
