Help! Living in Mexico!

Please excuse my ignorance! My 19 year old stepson recently moved in with us in Mexico. He would like to get an Associates in Computers (undecided on Computer Science or Information Technology) and a couple certifications to start working as soon as possible. I do not have a background in computers so I can not guide him properly. I have checked out Charter Oaks, TESU, and Excelsior degree options. I have also checked out StraighterLine, studydotcom, and the testes available with TESU. It is so overwhelming. Where do you start? How long will it take if he is motivated? What’s a cheapest route?
