A business administration degree, such as a bachelor of business administration (BBA) or a bachelor of science in business administration (BSBA), generally offers a broader grounding in business with a lot of diverse business courses including courses related to management and leadership. Adding the Finance focus area just means there will be additional finance courses. A BA or BS in finance will be more specialized, with a greater emphasis on investments and the workings of financial markets and institutions. It will have less (if any) focus on business operations and management.
A business administration degree is good for someone looking for a well rounded general business degree while a finance degree is for someone who works in finance or is sure that is what they want to do, and is trying to learn as much as possible.
This same logic applies to masters level... an MBA is for generalists while a Masters in Finance is a specialists degree.
