As davewill said, there is no cost to you to "enroll" at TESU, except to take a TECEP. There are no annual or per-term fees like at EC or COSC. If you can't do it, your enrollment just lapses, and you start the application/enrollment process all over again when you're ready to.
The major risk you take is if there are changes to the catalog. If you don't have a lot of credits already under your belt, or mostly Gen Ed's, then you're probably fine. Stay on the forum to see about any future changes, as we post about it when they happen.
