They never bill you automatically. Your application will be active for a year from when you did it. After that, you will be required to reapply if you want to start taking courses and will have to use the new catalog for that year. If you wish to keep your current catalog, you have to become enrolled and maintain enrollment. To do that, take a TECEP ($114) or course before that first year is up, and at least once a year after that.
