I'm stoking an old thread here, but since the comment above was posted a day ago, I thought I'd weigh in so others researching this exam aren't confused:
As of last week, I was absolutely permitted to use the 20 minutes as desired. The DSST Guidelines from 2014 used to require 5 minutes for review, but they removed that requirement in the 2017 update. Now it's only a suggestion. If you took this exam after March 2017, and they forced you to compile your speech in 10 minutes, I would definitely report this to Prometric.
