I wouldn't say "one is stupid" not to apply to all three. That seems a bit dramatic. I can think of at least a dozen reasons one might not apply to all three. Just a few that come to mind off the top of my head... when one knows they will have to have significantly more UL so they know it's going to take longer/cost more at a certain school; when one knows they are not bringing in special credits like work experience /FEMA, etc. so there is no obvious advantage; when one doesn't like the programs offered at a particular college; when the overall cost is obviously going to be a lot less (or a lot more) by choosing a particular school. I could name quite a few other reasons but you get my point. Certainly, apply to all three if you have unknown variables. But not every single person needs to do so. It depends on the degree, what you are looking for and what credits you are bringing to the table.
