The registrar has to get their protocol from somewhere, it isn't discretionary- people simply don't give employees that kind of authority to make their own decisions that could affect a college's accreditation. My best guess is that at the 100/200 level, these computer courses are "typically" part of either an AAS or an AA/AS degree in NJ- which is easy enough to look up. (beyond 100/200 level is anyone's guess) If you can find these courses in one or the other (using NJ community college databases) you'll probably have your answer. http://www.njccc.org/contact-us/19-colleges/
