Not exactly. You register for a TECEP (and it's spelled like this, not the way you're spelling it, otherwise you may not find them on the website), as if it was a regular course, so during a term. Then, you can take it any time during that term. So if you wanted to register today, you could register for the February term (late reg) and then you can take the exam any time between Jan 29 and April 22.
