Here's an oddball suggestion. There is a micro-credential site for teachers called BloomBoard. The link is below:

Basically, these are bite-sized classes meant for teachers. Many of them can be taken for 0.5 or 1.0 graduate credits from about five different colleges/universities. Some of them focus on matters of public policy. Like this one:

0.5 graduate credit costs as little as $38. So, the idea is to put six of them together for 3 graduate credits in public policy to fill the requirement.
If you do this, I want to get in on it so that I can try to convince TESU to accept these.
