This is what Excelsior College told me 6 months ago also.
TESU said no. The rep at COSC did not know but said to ask.
COSC never answered me. I've asked twice.
TESU's policy on third degrees is on their website for everyone to see.
Not sure why COSC wants to keep it a secret? Education is a business.
They state their 2nd degree policy online, but they don't specifically say whether or not they'll award 3rd degrees.
