Ohhh...it looks like they charge different fees depending on the length of the test.  My school finals were longer, so they were more.  A 2-hour test is $25.

No, each company/school that contracts with ProctorU works out a deal with them directly.  So TECEP's are free to take through ProctorU.  Ed4Credit is also free.  Same with SL.   The fee is included in the price of the exam.
