You don't have to pay both at once BUT you do have to have both paid by July 1 AND you have to pay the graduation fee at the time you fill out the graduation request form.
For example, I paid the residency waiver in March or April. I did not apply for graduation then. When you do go to apply for graduation the page you fill out says you have to make payment at the time you submit that form. So you can submit that last if you want.
I don't know if TESU will take payments. I think that could be a nightmare for you (and them) to keep track of but you can always ask. As it was, I couldn't find any place online to pay the residency waiver. I had to call and have it added to my account. Then I had to email someone to let them when I made the payment online so they could check some box somewhere. Most likely you will have to do the same and you could ask then. You have a little less than 9 weeks so maybe you could work something out with them between now and then.
