Unless someone else can prove otherwise, you have to take TESU's PLA-200. Which will set you back two months and 998 dollars. THEN you can submit portfolios at the previously mentioned prices. I do not know if they will prorate them if you decide to submit less.
Nope -- Sanantone has confirmed in the past with the program director that they don't actually require this, they just strongly recommend it so you know their specific process.
But there's an easy, free way to know their process - Saylor offers the actual PLA100 and PLA200 TESU courses for free as part of their partnership.

You don't get credit for the PLA courses from TESU, but you can start submitting PLA portfolios after taking them
