Taking classes over makes no sense if your grades are C or better. You took those classes over elsewhere. Did you provide those transcripts to the two community colleges in question? If you've met the residency requirement at the other school and transfer credits from everywhere else, maybe you can graduate with what you have. If you can't get a straight answer, write an email to the chancellor or president. If you do this, you better present your case in a very succinct and organized manner.
Consult the general catalog of these two schools and find out what the rules are. When somebody tells you something stupid like retaking a course you have a C or better in, insist (in a manner that won't get you arrested) that the doofus shows you the justification in the general catalog.
