It's residency as in paying a fee for not taking courses there. Most schools require a residency of 30cr or something like that. With TESU, you don't have a minimum number of credits to take there (except the capstone, which for BSBA's can even be tested out of for $114 at this point in time). So you are transferring in 117cr, and taking 3cr at the school in one way or another. If you wanted to pay for 16cr there, then you would have residency, and no longer have to pay the residency waiver.
EC and COSC do not have a residency waiver, but they require a capstone course, and with COSC, a cornerstone course. So, the fees are similar at all 3 schools when all is said and done.
My spreadsheet shows the BSBA and where you can get all of your credits for $100/course or less (Saylor will be less, taking ALEKS math courses is less, there are a few free courses as well, if you take more than 2 SL or Study.com courses in a month, the average cost goes down, etc.).
