Free Institutes Ethics course - not letting me signup

Hello everyone, I need some help or advice. I tried to sign-up for the Free Institutes Ethics its not letting me signup for the paid class. I created a profile. On check-out I get an error and the following:

312CE-H Ethics and the CPCU Code of Professional Conduct - CE Approved (OL)
You cannot continue with this transaction: No CE Information provided. Click here to update CE License Information.

Can someone please advise me on what I am doing wrong? I don't have a CE/License Number. Thank you.
