After you complete all the credits, save up for the waiver and graduation fees and pass one TECEP a year until you can get the $2k. Since you completed all of your courses, you have time to go get a job to earn the $2k.
If you have already taken all of your courses, and all you have left is the $2000 residency fee, but don't have the money to pay for it, then it WILL slow you down. Even if you get a job (or a 2nd job), it will STILL take time to make the money to pay for the fee.
And not everyone can run out and get a job! I am home with 2 kids, and a husband who travels almost every week, so going out to get a job is not an option. I'm sure there are plenty of people in a similar boat, who can't just run out and get jobs.
