I received a response today, here it is, along with my exact request.

Subject: Residency Waiver Questions

I would like to know if there are any possible instances where I may have to pay the waiver more than once while pursuing an ASBA followed by a BSBA.

If I pay the waiver and graduate with an ASBA, must I pay it again to graduate with a BSBA?

If not, does it matter if my enrollment lapses between the two graduations?

You will not be required to pay a second residency waiver. However, if your enrollment lapses you will be required to come back under whatever requirements that are in place when you return.

Seems cut and dry to me unless someone has received conflicting information from a higher source. This came from:
