The Big 3 are schools; they are not states. You can't compare a state to individual schools. 99.99% of the colleges and universities in the U.S. are not nearly as flexible as the Big 3.
You seem to have an ax to grind with Oregon. Do you live there? Why don't you move if you're so unhappy? Oregon State University and University of Oregon do award credits for military training.
