I think it just really depends on the kit. The problem with the item-by-item is that it starts to get expensive as well - I priced out trying to buy separate items for one of my kids' chem (middle school) courses, and it was practically impossible to find all of the items we needed, or in the small amounts we needed. For instance, we needed the tiny balls that go into bean bag chairs - but we only needed 8oz. The smallest size I could find was some crazy amount, like to refill an entire beanbag - many pounds worth of it. The price wasn't crazy high, but it wasn't cheap either. I ended up doing some of each - I got the smallest kit I could, then supplemented with single items that were easy to buy elsewhere (like balloons and popsicle sticks and cotton balls).

I think your best bet is to find out what you need, then find out what the kit costs, and see if you can find the items separately or from other sources. It takes some time to figure it all out.

Also, I think the SL labs don't give you the list up front for what you need - you don't find out until after you purchase the lab course and the lab! But I could be wrong, I just remember reading something to that effect. Not sure if SL is what you're going to do - or if you're looking for a more general setup.
