Yes, the Saylor courses duplicate the CLEP tests you already took.
I see that you said that at a B&M school, you took 8sh of HRM. If this is the case, then you may not need to take another MAN course. You need 18cr, and Inter Acct, Cost Acct, Org Behavior, & HRM will count for 17cr. That would only leave 1 MAR or FIN course to take. And, if your HRM course is UL, then that means you can take any lower level MAR/FIN course, rather than it having to be UL. Just some thoughts.
Any of the TECEP's will work, PF has a bunch of courses both UL and LL (depending on which one you need), and the DSST MIS exam is UL.
