For me, it's literally the last course. When I discussed it with an adviser on the phone, I mentioned the possibility of needing to take an ethics course at the same time because I wasn't completely optimistic about passing the Env. Ethics TECEP, and she said it wasn't ideal, but would be OK. I have no idea at what point they would say no to an attempt at registering.
