Also, looking here:
Business Administration - Charter Oak State College Catalog
it says "Students enrolled in the Business Administration Major, must choose one of the concentrations below (9 upper level credits)"

Sounds to me like I have to pick one of those. So if I picked "General Business" from the table, am I going to be stuck picking 9 UL hours from COSC or am I going to be able to use random UL Business credits to satisfy that "concentration" requirement?

You will NOT have to take those particular courses listed under the General Business category, and they will NOT have to be taken from COSC. Random UL business credits from other sources will qualify.
