One question I do have is if the general education electives (17-20) for TESC are equal to the old free electives, ie. if just about any TESC-accepted credit will do.

You can only use general education courses for general education electives: humanities, mathematics, natural science, and social science. Unlike free electives, you can't use courses in business (unless the business course is cross-listed as COM or PSY), engineering, education, etc. They have to be liberal arts courses.
