Let's say a student signs up for 4 courses and discovers that one course just didn't look as interesting in reality as the student assumed. Is there any kind of adverse academic consequence for deciding not to finish? Or if a course is finished, is there any penalty for failing the exam other than not getting credit and being out of the time and money?

Good questions. Dropping a course does not show up on your transcript, especially since the grades of most courses are based on one exam; also, failing an exam only results in not getting credit.
