I don't know why spammers do this. Maybe it's to get up their posting count before they actually start spamming, but they don't ever seem to get far.

Yeah, that's the idea. Web board software now often has new-member moderation by default, for instance restricting members with little or no posting history from posting links. So spammers establish posting histories! However lazy, unhelpful, or barely comprehensible their posts are. Presumably they're often generated by automated or semi-automated bots, and/or human spammers with limited written English proficiency.
