The only school I know that offers CE/ME undergrad degrees online is the University of North Dakota. However, they aren't particularly cheap, although Canadians from Saskatchewan and Manitoba get discounted tuition at UND and CLEP/transfer credits could help reduce costs. Depending on the circumstances, it could probably cheaper/faster to just get the degree at a local B&M.
