For education, I believe the American College of Education is the cheapest.
If you just need credits, or even if you want a full part time program Western New Mexico University and Eastern New Mexico University offer in state tuition to part time students, so its around $275/credit which equates to a sub $10K ish MA or even MBA degree. WNMU has added a new certificate program this year, with just 6 courses you can earn a grad cert, this can be expanded to a full MA degree with a second 18 credits....its a pretty cool deal designed with the Community College instructor in mind.
