The proper answer is that you can apply to school #2 as a "Special Exception" student (they may use a different term/name- means the same thing, which is to enroll but not be degree seeking; students who go away to college sometimes take summer school classes in their home town via this method) This allows you freedom to do things like you want (test, take individual courses) etc. You'll be low rank, so students who are enrolled with get priority registration ahead of you (may not matter).
