I waived my speech requirement with just a couple of letters from people who had witnessed me speaking in public (as a supervisor at work, in my case). There's a waiver form you have to fill out. Then you return the form and supporting documentation to your adviser. Your adviser submits the waiver request to the Provost who decides whether or not to grant a waiver.
