These are people who are getting kicked off of Medicaid in Wisconsin. Their incomes are so low that they would get enough of a subsidy to drop their premium down to $19 a month. I don't know if this included the subsidies I could possibly qualify for, but I went on the website and got several quotes from $100 to $140 with the higher plans being more expensive, of course. The cheapest plan at my job is around $100 a month, and the insurance plans within the same price range on the exchange actually cover more.
