While I think Excelsior charges too much for tuition, I don't expect it to be as cheap as public colleges. Even though it's non-profit, it's a private school that is not subsidized by tax dollars.
TESC is known for poor customer service. The advisors on the phone are often wrong, but you can usually get accurate information by emailing them. When you email, they direct your message to someone who specializes in your degree. You can also set up phone advisement appointments with the advisor of your choice.
