I suspect it's because you need a lot more credits from TESC (or somewhere besides testings -- real classes in other words) for CS. Unlike a Liberal Studies or Business degree, you cannot test out of most required courses (Calc 2, Discrete math/Linear Algebra, Operating systems, Software Engineering, C/C++/Ass. Programming, etc., etc.,)
