Most U of L distance programs are exam-based as well (minus perhaps a thesis/project component), and they probably have more exam centres around the world than any other university. U of L International Programmes are extremely popular all over the former British Empire, especially in Asia. The U of L exams are very rigorous though and should not in any way be compared to CLEPs. As far as MBAs are concerned though, Royal Holloway is generally considered superior to Heriot-Watt, although neither rank even close to the top business schools in the UK. The other U of L colleges offering Master's degrees though International Programmes are generally world-class in their field though, especially SOAS, LSHTM, and to a lesser extent Birkbeck for psychology.
To characterize HW and U of L modules as "credit by exam" though would not be entirely accurate though and could send the wrong message to OP who is probably looking for something more like an Ohio University exam which can be studied for with outside resources rather than taking courses which have an exam as the sole formal evaluation metric.
