Why did the ECE not include these courses on your transcript?
To your question, from what I've read, most college don't like to grant credit for PLA of a course if there's a proficiency exam to test your knowledge of that course. In other words, instead of trying to exempt College English, you would have to take the CLEP College Composition Exam.
