FEMA at COSC? (couldn't locate recent answer in search)

I am debating between COSC and Excelsior. I get a discount with Excelsior from my job so the costs aren't that different for me, but I read a few old posts on here that COSC may take FEMA transcripts directly? If that is the case it would save me some money in me not having to pay the $79 to convert them. But those posts weren't recent. Does anyone know if COSC takes FEMA transcripts directly or do you have to use FCC to transfer them in?
