I forgot about Saylor. I think all you have to pay is the $25 proctoring fee unless you can find your own proctor for less.

With LearningCounts, you can earn up to 12 credits per PLA (prior learning assessment). Each portfolio review costs $250, so that is potentially 12 credits at $20.83 per credit hour.

There are also free courses offered by Coursera where you'll probably only have to pay the test fee. Someone said that you can start these courses at anytime, but I haven't seen that you can. It looks like they have specific start dates.
