Congratulations on deciding a path. The HR degree is one that cannot be fully tested, at least I was not able to find full test-out options. Is cost a major consideration? I ask because I tossed an ePack course down under your HR core electives, and while it is a CBE-like format, it is priced at the full per-credit rate (yet will only appear on your transcript as pass/fail just like a TECEP), so you'll need to hunt for a replacement if that is too much money.
Also, if you double-major before you apply for graduation for the first Bachelors degree, you will not need the full 24 credit difference, at least not in my experience when I briefly added a double major in HR and Ops Mgmt. That 24-credit difference only applied if you complete the first degree and graduate...then return for the second degree (and going that route, you'll have a three-month wait of wasted time in your enrollment period because you cannot start earning credits towards that second degree until the first has conferred). So if you're really considering the two degree path, and I think it's a solid plan, I'd recommend having both degrees added to your transcript now to lock in the current requirements for both degrees, then evaluate your situation as you're nearing the end of the first degree; if you're still gung-ho and have time to knock out the second one, great! If not, it just takes an email to have them remove it with no questions or references on the transcript of dropping. Because of those points, and because many of my core courses were able to overlap, I've recommended below that two of your Business Electives for the HR degree to be overlap credits from your Accounting core plan to save yourself some time.

3 credit law 201 = CLEP or ECE
3 credit Prin of Finance = Penn Foster or DSST or ECE
3 credit Prin of management = CLEP or ECE

3 credit Strategic Management = TECEP or Penn Foster
3 credit HR management = DSST or ECE
3 credit Organizational behaviour = DSST
3 credit Organizational Theory= (once enrolled, see if BYU's ORG B 320 independent study course will fulfill)
3 credit HR elective= ECE Labor Relations or CSU ind study MGMT410
3 credit HR elective = TESC ePack Industrial Psychology
3 credit HR elective= (once enrolled, see if CSU ind study MGMT414 will work...Small Business is an applicable HR core ele, so it might)
