One difference to note between TESC and COSC is that the enrollment fee at COSC is paid per semester and is a relatively modest $228. You do have to take two courses at COSC, however these are $900/each, and the cost related result in 6 credits (3 at the upper level). COSC will also allow the use of a "consortium agreement" which would allow you to take courses at a cheaper institution (like a CC) yet maintain the 6-12 enrolled credit hours required for access to your PELL funds.
If cost is an overriding factor for you, and if you don't feel the need for a degree program specific to TESC than you should at least explore COSC. Both schools offer FEMA credits for free in specific areas, both allow the bulk of your credit from alternate sources like CBE/ALEKS/SL.
EC has some unique programs and they remain a strong choice for some...but they require FEMA to be run through FCC at $78/credit and they too have an upfront enrollment fee....so to me they aren't the first choice if the money is a big issue.
