If you are an out of state student, you are capped at the private school cap, which this year I believe is around $18000 per year. Anything over will have to be covered by yellow ribbon or the student (pell, loans, cash, etc.). They also changed the BAH so online students can also receive it and they receive about $600 per month. To pay for the BAH change, students get BAH payments only while attending class. Students no longer receive payments during break. So it pays to attend a school in your home state.

If you are a resident of your state receiving in state tuition, are you capped at the out of state tuition for private schools for degree's with a higher tuition rate such as a master's? Or since you are receiving the in state tuition will they cover the whole cost? I might have to drop my school's VA certifying official an email:
