I was actually thinking along the same lines. I was thinking the reason some of the pass rates are so low is because since military can take the tests for free, they have nothing to lose if they don't pass it so maybe some of them didn't prepare as much as they would have if they were paying for it. Not that ALL of those in the military are like that, but I'm sure that some are.
