Excelsior does award grades for some of the DSST exams (2-digit scores) and all of the ECE exams.
Yes, Excelsior will count all of your transfer grades toward an overall GPA. You will get a second GPA for the Excelsior specific grades.
TESC does not transfer grades or count them toward your GPA, which is a normal policy for most schools. It is likely that you will need to submit all of your transcripts to your future school. Then they will be able to take all of your grades into account.
