You sound strong in both areas....whichever you like will probably succeed. American Gov. has a reputation as a difficult exam. US History two is obviously something you know how to study for so it's a great choice. Plus most are familiar with the subject matter of the last 50 years as they have lived closer to it and hear or experience much of it.
Psychology isn't generally considered to be particularly difficult, it and Sociology have a lot in common....I think you should go with your gut (Psych)
