Yes, that is pretty much a guarantee. That was guaranteed before 9/11, and guaranteed before the Russians, and before the British, and hell, before Alexander.

Curious: Are the ANP as corrupt now as they were a few years ago? Back then they preyed on the local population almost as much as the Taliban. Where I was at one time there was a dispute between the local ANA and ANP commanders (I think ANP arrested an ANA soldier) that actually devolved into a shootout started by the ANP. ANP were lousy shots and paid the price.
