Yes, for a BSLS at EC, 50 credits can be lower-level applied professional (free elective). Rickyjo transferred a lot of FEMA credit through FCC (or CCC - I have forgotten which he chose for price) last year to complete his associate degree in liberal arts at EC. I have not heard that they accept FEMA raw, but it could be worth rechecking, since they allow so many free electives.
Also, if you have an ACE transcript for something else like ALEKS, you can add 3 NFA credits for free. They are accepted at EC as applied professional.
For Art, you may want to ask at EC about getting an Area of Focus (like a minor), which is 15 LL and 6 UL credits.
