Tuition, Enrollment and Evaluation at TESC

I have a question about when you pay which fees to TESC. Some of it is hinted at in this thread.

The first thing one does is gat an Evaluation for $75.

After that can you begin CLEP, DSST, etc to start racking up the credits BEFORE you pay another penny to TESC?

Can one combine past credits from an AS with credits from testing out and only pay TESC right at the end (after earning the necessary credits) for Enrollment and Graduation fees?

Does the number of credits you are submitting (from testing out) impact the Enrollment fee?
