FEMA Transcript? Do I have pay to get them all on a transcript?

When getting Fema on a transcript that Excelsior can use how do you determine which ones to pay to get on the transcript. I have around 22 Fema’s but I only need to use around 9. Can someone that has been through the process tell me how to get just 9 on the FCC transcript? Will they allow that to pay and chose as you go or do I have to pay to have all 22 that I have done on a transcript? How does that work?
